Weekly Standard: Did Founders Create War Powers?

The military operations in Libya have raised questions about how much power the president has in declaring war. But shouldn't the answers be in the constitution? Benjamin Kleinerman and Vincent Phillip Munoz of The Weekly Standard say no ? the founding fathers kept the rules ambiguous on purpose.
